Health System Specialist-Executive Assistant to Director

The incumbent conducts studies, coordinates programs, assesses management practices, and advises Leadership staff in managerial polices and procedures. Composes narrative reports and submits in completed format to the Director. The incumbent utilizes budget and resource utilization data to keep Leadership informed regarding areas that may be out of line, and provides recommendations for corrective action, as necessary. Keeps the Director informed of workload trends, program costs, and any problems that may be developing within the medical center. Advises Leadership staff on possible adverse situations and recommends corrective action when appropriate. Develops and recommends creative methods to improve timeliness and quality of care. Deals with matters relating to overall management considerations involving general administration, budget, staffing, and other resource utilization, planning, and other areas ad deemed appropriate by the Director. Works collaboratively with involved services and programs to assure actions are taken, as appropriate. Reviews incoming and outgoing mail in order to assure proper action/coordination, format, and grammar. Personally composes replies to communications on matters relating to areas of incumbent expertise as well as executive correspondence relative to medical center or Network initiatives. The incumbent is responsible for coordinating the investigation of Office of Inspector General (OIG) complaints and composing final responses for signature of the Director of Network Director. Participates in formal speaking engagements, meetings, and public relations events. Maintains good relations with various groups and organizations such as other hospitals, medical societies, colleges, public health organizations, service organizations, volunteer groups, news media, and the community at large. Serves as a key member of a variety of committees integral to the operation of the medical center, to include Leadership Staff Council and Systems Redesign/Performance Improvement Committee. Provides input and perspective relative to the mission and goals of the medical center. Maintains continuous and close working relations with management staff throughout the medical center in identifying and evaluating problems and implementing solutions to these problems. Maintains harmonious and effective relationships with Network office staff in order to facilitate actions necessary for the completion of assigned responsibilities and special assignments. Maintains direct working relationships with the Deputy Network Director, Administrative Officer, Quality Management Officer, Planner, Chief Financial Officer, and others, as necessary in order to accomplish facility, Network, and VHA goals. The incumbent serves as the medical center Integrated Ethics Program Officer. As spokesperson, will answer questions about the Ethics program, ethics consultation, preventative ethics, and ethical leadership functions. Works closely with the chair of Integrated Ethics Council, and assists the chair in managing the work of the council and ensuring that the council carries out all its assigned functions. You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Physical Requirements:
The work is generally sedentary with walking required during visits and tours of the medical center. The incumbent's work requires walking, standing, bending, and carrying of moderately heavy to light objects, such as boxes of brochures, outreach items, books, and papers. Flexiblity in scheduling is required to accommodate displays, distribution of materials, occasional events, and media activities that may occur during other than regular duty hours. Mobility is required in terms of staging and assisting staff with equipment and displays.
