Supervisory Logistics Management Specialist (Chief of Logistics)

The Chief Supply Chain Officer (CSCO) is the senior supply chain management officer for the James E. Van Zandt VA Medical Center and supported catchment area, responsible for the development and integration of a cohesive, forward-looking supply chain that ensures their logistical requirements are met. The CSCO oversees, guides, manages and integrates supply chain operations across the organization. Major duties and responsibilities include, but are not limited to:
Oversees, guides, manages and integrates supply chain operations across the organization; Plans and coordinates fiscal, acquisition, clinical and administrative operations; Establishes, monitors and manages the performance and measurement of logistics functions for all aspects of the supply chain; Conducts logistics audits, compliance reviews and program effectiveness/efficiency reviews; Manages all activities involved in the supply chain management to include sourcing, procurement and logistics management activities; Responsible for linking major business functions and processes within the organization into a cohesive and high performing business model; Forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution; Leads and/or participates in regular meetings, ensuring logistics needs and requirements are being met; Performs other related duties as assigned. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
To meet the minimum qualifications for this position, you must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Logistics Management Specialist. Specialized experience typically includes:
working in all facets of logistics and acquisition management including requirements determination, acquisition, performance measurement, quality management and continuous process improvement, inventory and warehouse management, transportation, etc. Performing budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation, and distribution. Using performance measurement data, advanced data analysis techniques, tools, systems, and statistical analysis to provide objective performance monitoring, substantiate workload projections, and identifying improvement opportunities. Working with contracting methods and contract types for development of acquisition strategy in order to plan and carry out long-term pre-award and post-award acquisitions.
