Human Resources Specialist

Some of the major duties of this position include:
Conducts technical review of personnel actions. Establishes HR Specific Technical Review management criteria, formulates special studies and projects to correct erroneous data and to review HR programs. Resolves issues with pay and issue ticketing systems. Advises managers and employees on complex problems and issues that typically require analyzing and/or troubleshooting a wide range of unusual conditions. Processes all personnel actions in HR personnel system (Employee Relation, Recruitment and Placement, Benefits, etc.) Responsible for a variety of special projects and programs within the network by providing analysis of technical issues, support to management and operations in program execution and communications. Responsible for assigning, monitoring, and reviewing the work performed by subordinate team members. Provides advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution. Trains or arranges for the training of team members in methods and techniques of technical skills and team building. Researches, learns and applies a wide range of qualitative and/or quantitative methods to identify, analyze and improve team effectiveness, efficiency and work products. Provides high-level consultation, advice, and guidance and serves as a first level diffuser in difficult situations. Participates in the development, execution, evaluation, and oversight of the Network's Quality Review team. Reviews various reports or products to assess the staff's work, monitors their performance, and provides an analysis to the Quality Reviewer Supervisor. Assists in developing approaches to correct problems or other adverse trends. Applies knowledge of HR Staffing, laws and management programs, requirements of HR functional specialties, and overall HR management practices to complete assigned work, process corrections, and assist other HR staff with training needs. Performs complex, sensitive, project work characterized by a high degree of difficulty related to the Technical Review Management of Personnel Actions Requests. Provides HR management with advisory service on significant issues and when needed, provides training to familiarize employees with HR programs and procedures. Utilizes policies and procedures to ensure that technical provisions are adhered to within HR Smart which directly affect the regulatory correctness, compliance with standards, and responsiveness of HR Services. Responsible for reviewing and entering help tickets for all issues including complex accession issues, pay discrepancies and corrections, and benefits corrections. Develops reporting procedures, trending analysis, and measurements at various points in processes to identify problem areas or inherent weaknesses in work processes, procedures, and information systems. Reviews and analyzes work to create a standard process for the entire network and provides training to standardize PAR actions, follow up codes, and license recording across the network. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Serving as a technical expert in processing Federal personnel actions, which includes conducting high-level reviews of team work products and resolving complicated system discrepancies, errors, and/or rejections. Conducts detailed audits to identify errors or omissions which prevents compliant and accurate employee records and performs necessary corrections and/or cancellations and submits necessary remedy tickets on employee records (including HRSmart and eOPF records). Assists in tracking and trending the caliber of team work products to identify competency deficiencies, and works with the supervisor to devise competency deficiency mitigation plans, including onsite, remote, and/or ad hoc training sessions. Remains abreast of pending actions to ensure employee personnel actions are not missed or omitted. You will be rated on the following Competencies for this position:

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
