Psychology Program Manager (Psychologist Supervisor)

This position is located within the Mental Health Service of the James E. Van Zandt VA Medical Center, reports directly to the Chief, Mental Health Service. The incumbent may be based out of the main facility in Altoona, or any one of the Community-Based Outpatient Clinics (DuBois, Huntingdon, Indiana, Johnstown, State College), but the position will involve significant travel to all Altoona VAMC and CBOC locations. The Psychology Program Manager is responsible for the professional and administrative management of all Psychologists who work at the Altoona VAMC and CBOC's. They also provide direct clinical services and are assigned as the supervisor responsible for psychologists assigned to Mental Health Outpatient Services, Home Based Primary Care (HBPC), Primary Care and Primary Care Mental Health Integration (PCMHI) within our vast catchment area. The incumbent will also have program coordination responsibilities. This position works in close collaboration with other Mental Health Service Supervisors and Patient Care Services, as well as, members of the primary care PACT, home based primary care, acute care, CLC, and mental health teams. Incumbent will provide after hours consultation on a rotation basis with other GS-14 Supervisory and Mental Health management staff. Incumbent will provide coverage for other Mental Health Service supervisors as needed. The incumbent supervises a group of employees performing work at various GS levels up to their own grade and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit. Provides supervision to graduate student interns at the request of the Chief, Mental Health Service. Serves on facility-wide interdisciplinary work groups/committees representing medical social work. As the supervisor, the incumbent assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing the Psychologist staff of the assigned programs. The incumbent will assure the Psychologists whom they supervise are aware of, adhere to all current directives of VHA, and meet current JCAHO standards, State licensure standards, and VA-OIG expectations. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies. Other duties may be assigned. Lifting and carrying light objects under 15 pounds using two hands is required. Walking up to two hours is required. Incumbent will also need to have the ability for rapid mental and muscular coordination, correctable vision, hearing with or without aid, depth perception, ability to distinguish basic colors and emotional and mental stability. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. Must be attached to application. Minimum Education:
To receive credit for any education below, applicants must submit proof of license/s, certification, transcripts etc. Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), OR the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with THIS assignment. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology. There are no job assignments in VHA that require the skills of a school psychologist; therefore, school psychologist is not eligible. Strictly for the purpose of determining eligibility for appointment as a psychologist in VHA, there is no distinction between the specialty areas (with the exception of school psychology). OR Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting BOTH of the following conditions:
The re-specialization program must be completed in an APA or a CPA accredited doctoral program; AND the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. NOTE:
The applicant must provide an official transcript and/or certificate documenting the completion of the re-specialization program, which includes completion of an APA or CPA internship. Psychologists who have successfully completed a re-specialization program as described above and who were employed by the Department of Veterans Affairs prior to the implementation of this standard are considered to have fully met the educational requirements of these qualification standards. OR Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. AND Internship Requirement:
Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern OR VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement OR Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. The board certificate must be current and the applicant must abide by the certifying body's requirement for continuing education.(NOTE:
Once board certified, the employee is required to maintain board certification.) Must provide proof. OR Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program. GRADE DETERMINATION GS-14:
In addition to the required experience or education above, to qualify for this grade level, you must also possess:
Experience. At least three years of experience as a professional psychologist, with at least one full year equivalent to the GS-13 grade level. Experience is only creditable if it is post-doctoral degree experience as a professional psychologist directly related to the duties performed. Qualifying experience must also be a level comparable to or exceeding professional psychological experience at the next lower level (GS-13) which should include:
At this level, psychologists are licensed to practice independently in the provision of psychological services, consulting with peers and supervisors as appropriate. They may be assigned to any VHA program and setting, such as inpatient or outpatient medicine, primary care, surgery, mental health, neurology, rehabilitation medicine, geriatrics, Vet Centers, and the VHA National Center for Organization Development. Psychologists diagnose mental disorders, conduct psychological or neuropsychological assessments, treat mental disorders through a variety of modalities, and provide adjunctive interventions for treatment of medical disorders. They are involved with individual, family, and group psychotherapies and other interventions such as behavioral health and community interventions. Psychologists consult with medical center staff on a wide variety of patient issues. Staff psychologists may be involved in program evaluation, teaching, training, and research activities. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs on their resume:

Knowledge of and ability to utilize evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools. Skill in managing and directing the work of others to accomplish program goals and objectives. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to establish and monitor production and performance priorities and standards. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
